About Technical College - Yambol
The Yambol district is the only one in Bulgaria, in which no
branches or departments of other State Universities have been established or
promoted, in order to prepare specialists in the “Bachelors” degree. The Yambol
district borders the following regions of Burgas, Sliven, Stara Zagora, Haskovo
and the Republic of Turkey.
The mission, goals and tasks of the specialization concern the
preparation of specialists, needed in the industry.
The Technical college – Yambol has a rich 40- years History. The
Technical College–Yambol was founded in 1964.
With Decree No 374/ 15.10.1997 of the Ministerial council it was
transformed into a Technical college, part of the Trakia University–Stara Zagora,
and with range of activities - training of technical staff and teachers.
From September 1984 the College used a new independently
building.
The duration of studies of all majors is three years from 1989.
Graduating students receive a Specialist’s degree and a teacher’s qualification.
Students are trained to be specialists who can carry out,
organize and control all the activities in the chosen professional area. The
theoretical and practical training in the compulsory courses of the divisions
and the majors gives them an opportunity to work as specialists at state and
private companies.

Majors
-
Motor transport an Agricultural equipment and Technologies.
Necessity of the labour market in the country and the area, worked a change and
unification of two majors Agricultural equipment and technologies, Repair and
operation of motor transport equipment. Specialist’s degree that hold a
Certificate for a professional qualification - "Driving instructor" - Category
"T" and "C" at least. From the analysis in the Strategy for development of Yambol
district, it is clear that in the coming years the development of Southeast
Bulgaria will depend heavily on the introduction of effective technology in
agriculture and progress in the biological field farming. This offers great
perspectives for our graduates with a degree “specialist in…” and “bachelor’s“
with a specialization “Mechanical transport and agricultural machinery”, which
prepare specialists with such scope.

Automation, information and controlling equipment (AICE). Students graduating with this major have the chance to find a job
as specialists in introducing, fixing and operating modern means in automation
and computer-controlled equipment. The specialization “Automation, informational and operational
machinery” (AIOM), which offers degrees “specialist in…” and “bachelor” is
traditional, broad-ranged and with permanent applications in different branches
of the national economy.

Textile equipment and technologies
(TET). They work as designers of clothing, technologists in sewing and
textile production, clothing and textile advertising agents, designer of
patterns in textiles, repair and technical specialists in textile and
maintenance of textile and sewing machines, managers of dressmaking and
tailoring, and knitting shops and fashion houses.

Technology of foods (TF).
Our graduates can work as technologists and organizers of
production technological processes in the Food, wine and
tobacco industries, manufacture of refrigerators and network
of shops, quality controllers of raw materials in foods
production.

Heat and gas supplying. This specialization is the only one in our country. No
specialists have been educated in it until now in any educationally qualified
degree in Bulgaria. This program has been accredited by the National agency for
the evaluation and the accreditation in connection with the Ministry Council.
Our graduates find professional realization in the following positions:
undertakers, investors and managers of small and medium-sized companies for the
construction of gas installations and their maintenance, operators of gas
distribution at pumps and compression stations, supervisors of gas-main lines,
managers of laboratory and service workshops for adjustment and repair of gas
equipment and inspectors at gas rescue station.

Accreditation
Because of conforming to the Higher education act on 18 Feb 1999
the Thracian university–Stara Zagora received an institutional accreditation
with a decision of the National agency for evaluation and accreditation (NAEA)
at the Ministerial council. The following majors at the Technical College –Yambol
were accredited of the National agency for evaluation and accreditation (NAEA)
at the Ministerial council (06.02.2003and13.02.2003) for a period of three
years.
In 2005 The Technical College–Yambol received an institutional
accreditation with a decision of the National agency for evaluation and
accreditation (NAEA) at the Ministerial council for transforming in Technical
faculty Bachelor degree.
We have contracts with various universities in the country
regarding the continuation of the education of our graduates in the degrees
“Bachelor” and “Master”.
In 2005 year we have an average of 4 applications from candidates
for college students’ for one position in the College. In the Technical College
we teach 289 students now.

Teaching staff and International
collaboration
Technical College–Yambol employs highly qualified lecturers and
offers opportunities for their continuous improvement and increase of
qualifications.
Their publications, research papers and educational degrees serve
as a proof of that. In the period from 1999 until
now five lecturers have defended their dissertations and received a scientific
educational degree “Doctor”, two lecturers have received the scientific degree
“Doctor of Sciences”, four lecturers- the scientific title “Associate Professor”
and one lecturer – “Full-time Professor”. Nine of our habilitated colleagues,
who work in the College, are from the town of Yambol.
The college faculty consists of 2 professors’ doctor of science,
1 associate professor doctor of science, 5 associate professors with PhD degree
and 2 assistant professors with PhD degree; 37 assistant professors and 5 of
them are enrolled in PhD degree in self study training; 8 assistant professors
are enrolled in PhD to the end of 2005 year. In 2005/2006 academic year 289
full-time students are enrolled.
For the educational development of our academic faculty and for
the education and involvement of students in the scientific research activities
have been equipped two computer offices; almost all of the lecturers have
computers, connected to the Internet. The university also provides two
multimedia projectors for our scientific research projects.
Technical College–Yambol has contracts with Universities in
Ukraine and Turkey.
The college organizes and participates in international
conferences and seminars. We have prepared projects for participation in the
program Minerva, Socrates in cooperation with 9 partners from 6 countries –
Bulgaria, Germany, Italy, Turkey, Romania and Ireland.

Decree No 79
Of 9 May 2000 for
Approving of
Order for the state requirements for accepting students at
universities and colleges of the Republic of Bulgaria.
Part IV
Accepting foreign citizens at universities and colleges of the
Republic of Bulgaria
Art. 11 (1) Foreigners, holding a high
school diploma which gives them the right to study at
universities of their home country, are eligible to apply to
universities and colleges of the Republic of Bulgaria.
(2) Foreigners are eligible to apply to universities and
colleges of the Republic of Bulgaria:
1. by taking part in intergovernmental agreements for
educational, scientific and cultural exchange;
2. according to acts of the Ministerial council;
3. under Art. 95 Par. 5 of the Higher education act
(3) Foreigners are also eligible to apply for studies under the
terms and rules for accepting Bulgarian citizens at universities
and colleges of the Republic of Bulgaria if:
1. they have a permanent residence status in the Republic of
Bulgaria;
2. they have a refugee status
3. are of Bulgarian citizenship confirmed in compliance with
Decree No 103 of the Ministerial council of 1993 for educating
Bulgarians abroad (revised, The Gazette, issue 48 of 1993;
corrected, issue 52 of 1993; changed and expanded, issue 54 of
1995, issue 20 of 1996, issue 38 and 73 of 1999).
(4) The number of applicants accepted under Par. 3 is set
annually by the Ministerial council.
Par. 12 (1) Foreign applicants submit the following documents:
1. A form or application with short biographical information, as
well as the preferred university or college and majors;
2. A copy of the High school diploma - for students who are to
enroll for the complete course of studies;
3. An official transcript - for students applying for a partial
course of studies;
4. A medical certificate issued within 1 month prior to the date
of application and certified by the appropriate authorities in
the home country of the applicant;
5. Two photos
(2) The documents described in Art 1, item 2, 3 and 4 must be
legalized, translated and certified in conformity with the
edicts of the international agreements of the Republic of
Bulgaria with the country in which they were issued, and in case
such agreements are not available, according to the general
rules for legalization, translation and certification of
documents.
Art. 13 (1) Applicants meeting the requirements of Art. 11 Par.
2 item 1 submit the documents described in Art. 12, at the
Ministry of education and science, and are also admitted under
the terms and rules set in the relevant agreements.
(2) The Ministry of education and science decides on the
applicants admitted, and as for a partial course of studies the
decision is made in coordination with the corresponding higher
institutions.
Art. 14 Applicants meeting the requirements of Art. 11 Par. 2
item 2 submit their documents at the Ministry of education and
science, and are admitted under the terms and rules set in the
relevant act of the Ministerial council.
Art. 15 (1) Applicants meeting the requirements of Art. 11 Par.
2 item 3 submit their documents at the Higher institution of
their choice, until 1 Sep in the year of applying.
(2) the minimum grade point average of courses in the diploma
which are taken into account upon applying for certain majors,
should not be lower than 60% of the maximum value of all grades
in the diploma
(3) Decision about admitting applicants under Art. 1 is taken by
the university or college within 1 month after submitting the
documents.
(4) The universities and colleges send the documents of the
approved by them students to the Ministry of education and
science in order to conform to the Order about the terms and
rules for visa issuance by the Diplomatic and Consulate agencies
of the Republic of Bulgaria, approved with Decree No 35 of the
Ministerial council of 1999 (The Gazette, issue 20 of 1999).
(5) The high school diplomas of the foreign citizens, accepted
at a university or college in the Republic of Bulgaria, are
legalized at the Ministry of education and science.

Language and specialized training of foreign citizens, enrolled
as students in the Republic of Bulgaria
Art. 16 (1) Universities and colleges
provide language and specialized training to foreign citizens,
enrolled as students in the Republic of Bulgaria.
